Arafat is looking for (an) excuse not to proceed with negotiations, though he knows exactly that the (Israeli) government is ready to move forward and to implement the second phase of withdrawal (from the West Bank),

It's completely clear that in order to ease (the sanctions), there are steps that Chairman Arafat must take. The steps came up in my discussion with General Powell and I imagine they will be made clear also to Chairman Arafat.

The one who is responsible for that is only one man and that is Arafat who pre-planned it, orchestrated it ... It did not start on my visit day, it started about 10 days earlier. They already had casualties then.

Israel does not open wars, ... We know who has brought it on us -- Arafat is responsible for everything that is happening here.
