It seems to me we ought to target our farm bill payments to small and medium-sized farmers,

They are trying to stall, stall, stall. We need to get this bill passed.

If we do not have changes that encourage investment, we're not going to be able to get a bill passed,

I would suggest, then, to the chairman that we move quickly on that bill before he's got an opinion on it.
