They have been likened to a flock of birds, a group of individuals who happen to decide all at the same time to head in the same direction. Some split off, in groups or singly, some are shot, but the flock will continue. If the entire flock is captured, a new flock will form. The idea is the thing, and if the idea is right it will survive.
