it was impossible to confine a Government to the exercise of express powers; there must necessarily be admitted powers by implication, unless the Constitution descended to recount every minutia

If it be asked what is to restrain the House of Representatives from making legal discriminations in favor of themselves and a particular class of the society? I answer, the genius of the whole system, the nature of just and constitutional laws, and above all the vigilant and manly spirit which actuates the people of America, a spirit which nourishes freedom, and in return is nourished by it.

The future and success of America is not in this Constitution, but in the laws of God upon which this Constitution is founded.

I have no doubt but that the misery of the lower classes will be found to abate whenever the Government assumes a freer aspect and the laws favor a subdivision of Property.

Measures should be enacted which, without violating the rights of property, would reduce extreme wealth towards a state of mediocrity, and raise extreme indigence towards a state of comfort.

Can it be of less consequence that the meaning of a Constitution should be fixed and known, than a meaning of a law should be so?
