Every conflict is unique. But it is fundamental to all conflicts that their long-term solution involves dialogue, trust, and goodwill.

Dewasa ini sangat diperlukan diplomasi pertahanan dalam pengembangan pertahanan dan keamanan Indonesia dan kawasan Asia.

Peningkatan ini tentu tidak hanya dalam arti jumlah armada perang serta personel, tetapi kerja sama yang erat antarnegara di dalam suatu kawasan, melalui dialog dan trust building. Pertahanan dan keamanan kawasan yang dibangun atas dasar kerja sama antarnegara telah menjadi ciri khas abad sekarang ini.

All these developments reflect new strategic opportunities. Unlike the days of the Cold War which was marked by rigid power relationships, the security terrain today is much more fluid, more versatile and with greater room for maneuver. We should not underestimate the historical forces at work, nor our capacity to make major breakthroughs.

To begin with, we need to promote greater confidence building measures. This is important in view of the military modernization and growing defense spending that are taking place in many countries.

Another area where we can do better is in promoting partnerships. The proliferation of diplomatic partnerships, in my view, is one of the most significant strategic trends regionally and worldwide.

You know, in the realm of diplomacy, we are all bound to defend and promote our respective national interests. But, there is also such a thing as common interests: matters where our interests converge rather than diverge, compelling us to work together rather than against one another.

Peperangan itu harganya amat mahal. Sebaik mungkin kita cegah dan pilih solusi politik dan diplomasi, apabila ada ancaman terhadap negara kita.

Saya ingin mulai sekarang dan ke depan, industri strategis, industri pertahanan, baik yang itu milik negara maupun milik swasta benar-benar menjadi tuan rumah di negerinya sendiri dan bisa berkontribusi secara nyata untuk pembangunan kekuatan pertahanan kita, utamanya untuk alutsista perlengkapan dan peralatan militer.
