If we have costs that we have to spend money on, then we have to dip into our reserves. In the early '90s, our reserves dipped down really low, and we're just now building them back up again. I'd hate to see real restrictive levy limits when we need to spend money. That's why any construction project, or anything like that, would have to be put on hold.
