Richard Lugar grew up in Indianapolis, Indiana. His father's family had roots dating back to the early 19th century when they settled in the area now known as Washington Township, Marion County. The elder Richard Hillenbrand Lugar, a banker, died of cancer before his son was born.

Lugar graduated from Shortridge High School in Indianapolis and then attended Denison University in Granville, Ohio. At Denison, he studied economics, graduating with honors in 1954. He later received an M.B.A. degree from the George Washington University Graduate School of Management in Washington D.C.

After completing his education, Lugar served in the U.S. Navy for three years as a lieutenant junior grade.

Lugar began his career as a legislative assistant to Senator William E. Jenner, serving from 1957 until 1960. He then became an international staff member of the Senate Foreign Relations Committee before being appointed chief of staff to the chairman of the committee, Senator J. William Fulbright.
