The folks who are here from New Orleans, we know the majority of them are law abiding citizens. We know a few of them are violent criminals.

The officer sees the suspect reach under the passenger seat (and) fearing for his own safety that the suspect was looking for a weapon, he fires his own weapon.

These are rivalries that have been going on for a number of years. They were doing the same thing in New Orleans. The hurricane brought those rivalries to Houston.
